Following \u201cCrossover Day,\u201d our attention has now turned to the many Senate Bills before our House body. In addition to vetting Senate bills, we are also working with our colleagues to ensure our House bills make it to the Senate floor for passage prior to day 40.\u00a0<\/a><\/p>\n<p align=\"justify\"><strong>This Update:<\/strong><\/p>\n<p align=\"justify\">House Action<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\"image image--padding-vertical image--mobile-scale image--mobile-center\" border=\"0\" width=\"100%\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td class=\"image_container content-padding-horizontal\" align=\"center\" valign=\"top\"><img decoding=\"async\" class=\"image_content\" src=\"https:\/\/files.constantcontact.com\/c5e8277e701\/e177cf0c-5d72-4869-a4d2-15920a507163.jpg?rdr=true\" alt=\"\" width=\"600\" data-image-content=\"\" \/><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\"text text--padding-vertical\" border=\"0\" width=\"100%\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td class=\"text_content-cell content-padding-horizontal\" align=\"left\" valign=\"top\">\n<h3 align=\"center\"><strong>Week Eight<\/strong><\/h3>\n<p align=\"justify\"><strong>Healthcare<\/strong><\/p>\n<p align=\"justify\">We continued our efforts towards quality healthcare for all through\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/67221\" target=\"_blank\" rel=\"noopener\">House Bill 1339<\/a>. This bill aims to modernize and refine healthcare regulations while addressing various challenges within our rural communities. If passed into final law, this measure would overhaul the state&#8217;s certificate of need (CON) laws. As such, the bill would stipulate the following:<\/p>\n<ul>\n<li>Department of Community Health (DCH) required to conduct regular 5-year reviews to ensure the plan meets the evolving needs of our state.<\/li>\n<li>Shortens, Streamlines, Expands the current CON process.<\/li>\n<li>Extends the maximum distance for healthcare facilities to relocate without a CON.<\/li>\n<li>Various programs for Medicaid and uninsured patients would be exempt from CON requirements when an agreement is reached with a nearby hospital.<\/li>\n<li>Expansion of the rural hospital tax credits.<\/li>\n<\/ul>\n<p align=\"justify\">We are confident that these changes will bring us closer to ensuring equitable and effective healthcare delivery for all Georgians.<\/p>\n<p align=\"justify\">If passed, First Responders will gain access to PTSD treatment insurance under\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/64524\" target=\"_blank\" rel=\"noopener\">House Bill 451<\/a>. This bill would require public entities to offer insurance to first responders diagnosed with work-related post-traumatic stress disorder (PTSD). This coverage would include a $3,000 cash benefit and income replacement disability benefits, which would be provided 90 days post-diagnosis. We are hopeful that this benefit will assist our first responders in dealing with PTSD and grave consequences that often follow as a result of exposure to horrific incidents.<\/p>\n<p align=\"justify\">Georgia gun owners will be rewarded for their responsible ownership through\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/66156\" target=\"_blank\" rel=\"noopener\">House Bill 971<\/a>. Also known as the Firearm Safe Handling and Secure Storage Tax Credit Act, this bill would allow a Georgia taxpayer to claim a tax credit for eligible expenses incurred for responsible gun ownership. Those furthering their education through firearm safe handling courses and the acquisition of firearm secure storage are eligible to claim the credit for expenses or $300, whichever is less. Those seeking this tax credit would be required to apply with the Department of Revenue for preapproval, with a cap of $10 million a year, applicants will be considered on a first come, first serve basis.<\/p>\n<p align=\"justify\">Georgia\u2019s servicemembers will find additional relocation support through\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/65964\" target=\"_blank\" rel=\"noopener\">House Bill 880<\/a>. This bill allows the spouses of servicemembers to continue practicing their jobs without a license in certain circumstances. To qualify, spouses would be required to hold a current license in good standing, submit an expedited license by endorsement application along with the servicemember&#8217;s military orders. These documents must be filed prior to relocation and the individual must be employed by an in-state employer. We are hopeful this legislation will assist us to furthers streamline the licensing process to the many military spouses seeking employment opportunities upon relocation to our great state.<\/p>\n<p align=\"justify\">Our efforts to address the mental health crisis in our state continues through the passage of\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/66567\" target=\"_blank\" rel=\"noopener\">House Bill 1104<\/a>. This bill would require athletic associations to post guidelines and relevant materials on their website to inform and educate students, parents and\/or guardians, school personnel and coaches about mental health risks and available resources for students. Further stipulations of the legislation are as follows:<\/p>\n<ul>\n<li>Coaches would be required to annually view approved educational videos, review guidelines and materials related to mental health risks in student athletes.<\/li>\n<li>Public schools and participating private schools would be required to provide information to parents at least once each school year regarding mental health risks and available resources.<\/li>\n<\/ul>\n<p align=\"justify\">In recognition that student athletes can face immense pressure, it is crucial that we support, educate, and provide resources to address mental health concerns while participating in school sports.<\/p>\n<p align=\"justify\">During the pandemic, we saw an outcry from loved ones who were not allowed to see those who were hospitalized or in assisted living facilities. To ensure this never happens again, we passed\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/65043\" target=\"_blank\" rel=\"noopener\">House Bill 663<\/a>, or the \u201cNo Patient Left Alone Act.\u201d This bill would permit a minor or an adult who is admitted to a hospital or long-term care facility, to have a parent, guardian, person or caregiver to be physically present with them at all times while the patient remains in the hospital or facility. Under the bill, the caregiver would be required to adhere to the policies of the hospital or long-term care facility, and their access could be suspended or terminated under certain circumstances. Further, the Department of Public Health would not be able to act against hospitals and facilities for granting access to visitors. Finally, caregiving rights could not be terminated, suspended or waived by the hospital or long-term care facility, the Department of Public Health or any governmental entity, regardless of emergency declarations by the<\/p>\n<p align=\"justify\"><strong>Public Safety<\/strong><\/p>\n<p align=\"justify\"><a href=\"https:\/\/www.legis.ga.gov\/legislation\/66822\" target=\"_blank\" rel=\"noopener\">House Bill 1201<\/a>, passed last week gives further support to Human Trafficking victims. This bill would allow victims to have their sentence vacated when related to the possession of a controlled substance as a first offense, if the crime was a direct result of being victimized in this vile practice. The victim would be able to petition the court by providing documentation from the Attorney General detailing their status as a victim of trafficking. If it is determined that the defendant committed the offense due to a result of human trafficking, then a discharge and dismissal of the offense would be determined by the court.<\/p>\n<p align=\"justify\">During the pandemic, we saw an outcry from loved ones who were not allowed to see those who were hospitalized or in assisted living facilities. Finally, caregiving rights could not be terminated, suspended or waived by the hospital or long-term care facility, the Department of Public Health or any governmental entity, regardless of emergency declarations by the governor.<\/p>\n<p align=\"justify\"><strong>Amended Budget<\/strong><\/p>\n<p align=\"justify\">We have completed part of our constitutional duty through the passage of our Amended Fiscal Year Budget, also known as, \u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/66029\" target=\"_blank\" rel=\"noopener\">House Bill 915<\/a>. Following passage, Governor Kemp signed the bill into law on Thursday, February 29.<\/p>\n<p align=\"justify\">Noteworthy investments would include:<\/p>\n<ul>\n<li>$23.9 million- Rural Workforce Housing<\/li>\n<li>$102.5 million allocated to the Department of Education for Quality Basic Education midterm adjustments.<\/li>\n<li>$8.9 million would be designated for the Summer Transition program to provide rising Pre-K students and rising Kindergarten students.<\/li>\n<li>$500 million for enhanced benefits to provide greater cost-of-living benefits to state retirees.<\/li>\n<li>$178 million for a new dental school at Georgia Southern University<\/li>\n<li>$50 million for the construction of a medical school at the University of Georgia.<\/li>\n<li>$500 million would be earmarked for the new Freight Infrastructure Projects program to enhance the state\u2019s rapidly growing and thriving freight network.<\/li>\n<li>$250 million for Local Road Assistance Administration Program.<\/li>\n<\/ul>\n<p align=\"center\"><a href=\"https:\/\/files.constantcontact.com\/c5e8277e701\/2c34d551-01c7-4a47-8b67-0dee27d875f9.pdf?rdr=true\" target=\"_blank\" rel=\"noopener\">Click here to see all bills passed week eight.<\/a><\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<table class=\"text text--padding-vertical\" style=\"height: 1491px;\" border=\"0\" width=\"740\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td class=\"text_content-cell content-padding-horizontal\" align=\"left\" valign=\"top\">\n<h3 align=\"center\">Week Nine<\/h3>\n<p align=\"justify\"><strong>2025 Fiscal Year Budget<\/strong><\/p>\n<p align=\"justify\">Week nine was eventful as we completed our constitutional obligation of passing a balance budget through\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/66030\" target=\"_blank\" rel=\"noopener\">House Bill 916<\/a>, also known as the 2025 Fiscal Year Budget. The budget will go into effect on July 1 of this year, the beginning of Georgia\u2019s fiscal year attached is an overview of the House version of the budget. Nothing, budget wise, will be set in stone until receiving the Governor\u2019s final signature.<\/p>\n<p align=\"center\"><a href=\"https:\/\/files.constantcontact.com\/c5e8277e701\/8511eb1e-17a5-47b7-b0fa-8ae49f700eaa.pdf?rdr=true\" target=\"_blank\" rel=\"noopener\">Please click here to see the HOUSE version of the budget.\u00a0<\/a><\/p>\n<p align=\"justify\"><strong>Veterinary Medicine<\/strong><\/p>\n<p align=\"justify\">Our workforce within the field of Veterinary medicine will support through\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/66397\" target=\"_blank\" rel=\"noopener\">Senate Bill 410<\/a>. This bill would require the State Board of Veterinary Medicine to allow those with an active veterinary license or veterinary technician license from another state to acquire a license to practice in certain shelters or clinics in our state. Further, the board would be required to implement a process that would allow technicians in good standing with another state to qualify for a one-time, temporary six-month license to practice in government or nonprofit shelter medicine, nonprofit sterilization clinics or nonprofit mobile sterilization programs registered in Georgia. Notably, this bill should alleviate the significant backlog of spay and neutering services in veterinary practices across Georgia.<\/p>\n<p align=\"justify\"><strong>Healthcare<\/strong><\/p>\n<p align=\"justify\">Last week saw final passage to\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/65950\" target=\"_blank\" rel=\"noopener\">Senate Bill 334<\/a>\u00a0also known as the Helping Firefighters Beat Cancer Act. This measure ensures that firefighters who move between departments will continue to receive benefits aimed at supporting and providing them with adequate coverage in the event of accidents, injuries or illnesses, such as cancer from hazardous chemicals, incurred while on duty.<\/p>\n<p align=\"justify\"><strong>Georgia Colonels<\/strong><\/p>\n<p align=\"justify\">Additionally, the House took up\u00a0<a href=\"https:\/\/www.legis.ga.gov\/legislation\/65949\" target=\"_blank\" rel=\"noopener\">Senate Bill 337<\/a>, a measure that would authorize the governor to appoint honorary Georgia Colonels who would replace the governor\u2019s aides-de-camp staff. This legislation would allow the governor to appoint one or more persons each year with the honorary title of Georgia Colonel based on their distinguished service to the state. The bill also allows the General Assembly to appoint Georgia Lieutenant Colonels which would be bestowed through a joint resolution to one or more persons each year and would be for the duration of their life.<\/p>\n<p align=\"center\">We also passed the following during the ninth week of session:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/63658\" target=\"_blank\" rel=\"noopener\">Senate Bill 19<\/a>, which would enact reporting requirements for fees, sums or other remuneration for the performance of passport duties performed by clerks of superior courts and probate judges. Both clerks and probate judges would issue written reports to counties on a quarterly basis disclosing the total amount of fees received by the clerks or probate judges during the previous quarter;<\/li>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/64236\" target=\"_blank\" rel=\"noopener\">Senate Bill 144<\/a>, which would remove the requirement for a roster of all commissioned officers in the organized militia to be included in the adjutant general&#8217;s annual report to the governor;<\/li>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/65920\" target=\"_blank\" rel=\"noopener\">Senate Bill 332<\/a>, which would remove the requirement that the rules of the Prosecuting Attorneys Qualifications Commission be approved by the Georgia Supreme Court;<\/li>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/66060\" target=\"_blank\" rel=\"noopener\">Senate Bill 352<\/a>, which would revise current law to no longer make it unlawful to alter the suspension system of a motor vehicle by more than two inches above or below the factory recommendation of said vehicle;<\/li>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/66161\" target=\"_blank\" rel=\"noopener\">Senate Bill 369<\/a>, which would create a license plate celebrating the United States&#8217; semi quincentennial. The design would be selected from designs submitted by students through their civics education class;<\/li>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/66203\" target=\"_blank\" rel=\"noopener\">Senate Bill 375<\/a>, which would add the commissioner of the Department of Veterans Services to the Behavioral Health Coordinating Council;<\/li>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/66206\" target=\"_blank\" rel=\"noopener\">Senate Bill 377<\/a>, which would define and clarify qualified residential treatment programs as a type of licensed child-caring institution;<\/li>\n<li><a href=\"https:\/\/www.legis.ga.gov\/legislation\/66608\" target=\"_blank\" rel=\"noopener\">Senate Bill 443<\/a>, which would allow for a district attorney, solicitor general, city attorney or county attorney to file a public nuisance and would also seek to recover the expenses incurred by a local government for public safety from a promoter or organizer of an un-permitted event;<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\"text text--padding-vertical\" border=\"0\" width=\"100%\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td class=\"text_content-cell content-padding-horizontal\" align=\"left\" valign=\"top\">\n<p align=\"justify\">If you have questions or concerns please feel free to reach out to us directly.
